photo's to cartoons

I don't have adobe illustrator or a graphics tablet, but I do have photoshop. Does anyone have a link to a tutorial that would allow me to manipulate an image in photoshop so i can get a defined outline in order to create a cartoon effect??? The filters alone seem to be either too detailed or when i remove detail not defined enough
