Photoshop and a mixture of NVU (for when I can't work out DIVS in my head) and Metapad (for when I can).
I sometimes use Eclipse for PHP as well.

dreamweaver is a wysiwyg editor for html. Using it you can edit asp, php, jscript, and whetever other scripts. For flash is macromedia flash mx

dreamweaver is not free, you can edit php with dreamweaver MX onwards... why don't you try to use Dreamweaver CS3 it's the latest version.
