I use dreamweaver for complex scripts as the visual part and coloring of the code do help a bit, however for basic scripts I've done a million times, I usually opt to use notepad or wordpad. For graphics I use photoshop or the gimp depending on what I want done.

I use Visual Web Developer, DzSoft PHP Editor, Microsoft Frontpage, and the always present Notepad.
