PHPBB definately. it's expandable and the interface is great

It's work different.PHP-Nuke is CMS which included PHPBB but PHPBB is only Bulletin Board.

Exactly what I wanted to say, phpnuke simply has a special version of phpbb ported over and edited to work with phpnuke's member database, or phpbb, or whichever way.
