As functioning as CMS PHPNuke is definalty not the best , it's very large, sometiems contains bugs and harder to code.
As a forum I also prefer PHPbb2 , way better to edit :P

i say php-nuke. i will be making a website with that soon...

and for forums, i've always used ipb. much better than phpbb i think

i like phpBB, as someone said it's size is smaller
and i think most sites use phpBB than phpNuke

PHP NUke is really good and easier and has more features. But it is not for newbies.
