You want to make something like this?
http://i55.tinypic.com/9is31j.png

So, let's start!

File > New
800 x 600 (px)

Make your backgruound black.
Add text to new layer.
Chose color of the text.

Add new layer.
Filter > Render > Clouds
Make that layer Color Dodge

Now duplicate text layer.
Right **** on second text layer (that one you duplicate)
and select rasterize type.
Make 3 more duplicates.

Image

Go to clouds layer (my Layer 2)
Filter > Sketch > Chrome

Uncheck the eye at your backgruod (Layer 1)
and text layer (Smokey Hosts).

Image

Select Smokey Hosts Copy 2 layer
Filter > Blur > Motion Blur
Angle 45
Distance you chose (51 mine)

Select Smokey Hosts Copy 3 layer
Filter > Blur > Motion Blur
Angle -45
Distance you chose (51 mine)

Select Smokey Hosts Copy 3 layer
Filter > Blur > Motion Blur
Angle 0
Distance you chose (51 mine)

Select that 4 layers, right ****, merge layers.
Now put the text layer uper than thoese 4 layers (now one only).
Image

Now select Smokey Hosts Copy layer and go to
Image > Adjustments > Hue/Saturation
Chose the color you like, I chose dark blue.

Select Smokey Hosts text layer and change
the color of the text. It should be lighter or darker
than the Smokey Hosts Copy layer.
(I chose light blue)

Select Smokey Hosts Copy layer and go to
Filter > Blur > Gaussian Blur
Radius 5

Than duplicate that layer. And put the layer you get
down.
Image

Select Smokey Hosts Copy 2 and go to
Filter > Blur > Gaussian Blur
Radius 50 - 100 (I chose 90)

Now check the eye to background again.
Than you can see how it looks like with
black background.

Now right **** on Smokey Hosts text layer
and go to Blending Options.
Now you can play with these options and make
your combination.

Here's mine:
-Bevel and Emboss
Image

-Satin
Defoult options

-Stroke
Change size to 1 pixel
Position: Center

-Drop Shadow
Defoult options

-Outer Glow
Chose light blue color
Spread 5
Size 10

Press ok.
That's it.
Post here your resoult if you want.
