can search engine search websites not have META tags

I could not understand !! As far i know search engine get website by meta tag . Is i right. ?

yes search engine can find those sites which have no meta tags..but giving meta tag is better for u..it is better for ur seo work..

I did'nt get your question correctly but as per webmasters google crawler search for these meta tags to get more relevant search results.

Yes search engine can also search those website that does not have meta tags by other webmaster essentials. like title and description on a website.

Yes you can create a search engine that does not use meta tags, but why would you?
Yes you can get your site indexed by search engines without using meta tags, but it's harder to get indexed properly and effectively.

When a search engine crawls a website, it reads all of it's code and content where it can. It then runs it through the search engine's algorithms and creates a listing in the database so as to display it where it belongs in the SERPS. (Search Engine Results PageS) Without meta tags, you are relying on a computer to determine what your keywords are, what your website's title is, what to display in the search results under your website URL and title as the description. These are the important factors as to why you want meta tags, but there are many others as well, like the author tag to claim your ownership and build an online reputation across multiple website, to show relationships with other websites / people online, and much more. They are a way to provide information and instructions in a particular manner as established by the Internet's powers that be for the online world (such as W3C, ICANN, and others) to ensure accurate information be provided to users and be accessible by machines for indexing such as in search engines.
