@Ky: No, the image was blurred through a screen+radial blur duplicate
@thetarget: Shadows/Highlight decrease contrast, increase shadows, decrease highlights. Radial blur. And color blend on the original layer set to black.

Presumptions:
You have a VPS or a Dedicated Server with SSH access and (at least) BASH on it. Also the OS is some flavor of either Linux or some other UNIX based OS (Ie: BSD)
